Devmco Files Precinct-Plan Amendments for Sibaya Nodes 1 and 5

Updated · Sources

In short

Devmco Group lodged two precinct-plan amendment applications on 3 October 2025 for Sibaya nodes between Sibaya Circle and the Umdloti access road, covering land-use changes, a relocated transport hub and a Porsche Centre display area.

On 3 October 2025, Devmco Group, master developer of the Sibaya Precinct, lodged two precinct-plan amendment applications covering Sibaya Nodes 1 and 5, the land between Sibaya Circle and the Umdloti access road. The applications proposed revised land-use permissions, relocation of a previously planned public-transport hub, and altered open-space designations. They also included provision for a Porsche Centre vehicle display area with limited indoor servicing, part of Porsche’s stated relocation from Umhlanga.

This filing kicked off a public process that ran through the following months:

  • a public comment period from 6 December 2025 to 5 January 2026
  • civic-group objections reported 17 December 2025
  • 451 individual objections reported by 12 March 2026

Devmco’s managing director, Schalk Theunissen, has characterised the changes as “largely cosmetic.” He argues most of the infrastructure is already built. The amendments, he says, add no extra floor area, height, traffic or services burden.

As of this research, the amendment applications had not been finally decided; eThekwini was still assessing objections against municipal bylaws. This item stays unresolved and the record will be updated as the process moves.
