Civic Groups Raise Red Flags Over Sibaya Nodes 1 and 5 Amendments

Updated · Sources

In short

Umdloti Conservancy and Umdloti Smart Village jointly objected to Devmco's Sibaya Node 1 and 5 precinct-plan amendments, reported 17 December 2025, arguing required environmental, traffic, sewer and stormwater studies were missing.

The Umdloti Conservancy and Umdloti Smart Village jointly objected, reported 17 December 2025, to Devmco’s precinct-plan amendment applications for Sibaya Nodes 1 and 5, filed 3 October 2025. They said the applications lacked accompanying environmental, traffic, sewer, stormwater and land-use specialist studies. The groups also said the precinct’s grounding in a 2009 Environmental Record of Decision means the amendments should have to satisfy it in full.

Devmco’s managing director, Schalk Theunissen, responded that “we have completed most of the infrastructure within these nodes already” and called the amendments “largely cosmetic,” adding no extra Floor Area Ratio, height, traffic or services burden. The public comment period ran from 6 December 2025 to 5 January 2026, with objections lodged to eThekwini official Nancy Moonsamy.

This is the first of two milestone reports in the Node 1/5 amendment story that a resident-facing site needs to track; the second, covering the final count of 451 formal objections, is reported separately. See 451 objections lodged and the original filing.

Both civic groups have also separately flagged downstream sewer and stormwater capacity constraints in Umdloti as a live risk tied to this development pressure. That concern connects directly to the water-quality and beach-safety questions covered elsewhere on this site.
