Sibaya Precinct: The Development Tracker

Sibaya Precinct is a roughly 1,000-hectare mixed-use development on Umdloti's southern boundary, master-planned in seven nodes. Devmco Group took over as master developer from Tongaat Hulett in November 2024 and has invested about R6 billion to date.

Sibaya Precinct is a roughly 1,000-hectare mixed-use development on Umdloti’s southern boundary, planned across seven nodes on land that was Tongaat Hulett sugar-cane before 2015. Devmco Group has run it as master developer since 6 November 2024 and has invested about R6 billion to date, with a further R5 billion planned. It is the single biggest reason Umdloti’s property story looks different from a normal small KZN beach village.

The master plan

The precinct covers about 1,000 hectares between the Ohlanga and Umdloti river estuaries, holding 350 hectares of protected natural forest and 6 km of coastline access. Tongaat Hulett released the first land parcels in 2015 and officially launched the precinct in 2016 at a then-projected R50 billion total investment. The seven-node structure is unified by a green boulevard and open-space network. Development starts with Nodes 1 and 5, which together carry rights for more than 2,300 residential units and over 100,000 m² of commercial space, plus hotel and resort uses. Only Nodes 1, 5 and 6 have named, verifiable developments so far; Nodes 2, 3, 4 and 7 have no confirmed public plan.

Precinct-wide rand figures move a lot depending on year and source: an early KZN provincial release called it a R6 billion precinct, a 2025 valuation put it at R23 billion, Tongaat’s original 2016 vision was R50 billion, and Devmco’s own realistic full build-out estimate sits closer to R20 billion. Treat any single number as a snapshot for its date, not a fixed fact. Separately, 2024-era Lightstone data cited on Wikipedia ranked Sibaya-area property the fourth most affluent suburb in South Africa; that figure could not be verified against Lightstone directly in this research and should be checked before being repeated as settled fact. Sibaya’s own marketing cites R1.72 billion in purchase value for 2023, placing it, by its own comparison, in the same national tier as Bryanston and Sea Point; that is a precinct-association claim, not an independent index.

From Tongaat to Devmco

Tongaat Hulett’s real-estate arm collapsed in the company’s 2022 business rescue. Devmco Group, a Durban-based developer, was confirmed as the new master developer on 6 November 2024, taking over roughly 200 hectares with a third 100-hectare parcel under negotiation near Sun International’s Sibaya Casino. Devmco has cut the density Tongaat originally planned roughly in half, favouring lower-cost, lower-rise buildings. Its investment partners are Yunus Paruk (Coventry Clothing family) and Abdul Satar Dada; its leadership is Charles Thompson (founder), Brad Winstanley (commercial director) and Pam Naidu (sales and marketing), operating out of Innova Haus, Devmco’s own headquarters.

Do not conflate this with Tongaat Hulett’s separate corporate business-rescue exit, finalised in June 2026 when Vision Sugar Group and South Africa’s IDC took control after a High Court settlement. That deal concerns Tongaat’s sugar business. The Sibaya land itself has been under Devmco’s control since 2024, unaffected by the sugar-side settlement.

The second retail centre now has a name: Reefside, opening 1 October 2026 on the M4 with over 30 tenants. A Hertex flagship showroom is also confirmed for 2026, site unconfirmed. Devmco has begun marketing the whole precinct as Sibaya Coastal City, and its map lists a Porsche centre, hotels and a medical facility as coming soon and a Serenity phase at Salta as underway. Names sometimes seen online, “Pearl Sibaya”, “Emberton”, “Umdloti Ridge” and “Umdloti Beach Estate”, could not be verified against any Devmco or precinct source and should be treated as not real until proven otherwise.

Retail and the casino

Marine Walk Shopping Centre is the completed retail flagship, open since September 2022 with Spar, Woolworths, Dis-Chem, Kauai and Mugg & Bean among its anchors. Sibaya Casino and Entertainment Kingdom is owned by Sun International, not Tsogo Sun, and includes two hotels (Sibaya Lodge and Royal Sibaya), a food court, the Izimbo Conference Centre and the 577-seat iZulu Theatre. It is a separate company and property from Suncoast Casino in central Durban; the two are easy to confuse and should not be. Provincial government messaging around the precinct has cited more than 70,000 jobs projected over five years of build-out; that figure comes from a KZN Government release rather than an independent audit and should be read as an official projection, not a delivered outcome.

Roads and access

The precinct’s own access road, along with the wider M27/M4 corridor into Umdloti, has been under repeated upgrade work through 2025 and 2026, including overnight N2 gantry-installation closures between KwaMashu, Umdloti and Mount Edgecombe that have recurred since at least mid-2025. That is separate from the Sweetwater Stream road-widening dispute below, though both sit on the same M27/M4 upgrade programme. Intentions, not commitments

A private school, a hospital or additional healthcare facility, and a possible private university have all been named by Devmco as future plans. Hilton, Radisson and other international hotel chains have been described as “exploring sites” in the wider precinct. None of this is signed or under construction; treat every item in this paragraph as pipeline interest only, not a delivered fact.

The live controversies

451 objections were lodged against the Sibaya Nodes 1 and 5 precinct-plan amendments, in a comment window running 29 November 2025 to 5 January 2026, reported by North Coast Courier on 12 March 2026. As of that report, eThekwini was still assessing the validity of the submissions under its own bylaws; no final decision on the amendments had been published. Umdloti Conservancy and Umdloti Smart Village argued the amendments lacked accompanying environmental, traffic, sewer and stormwater studies; Devmco’s managing director Schalk Theunissen called the changes “largely cosmetic.” Separately, earthmoving for the M27/M4 entry-road widening began clearing vegetation near the Sweetwater Stream on 6 February 2026, prompting a community meeting on 13 February 2026 with Devmco’s ecological consultant, who said the site was “not virgin habitat, but a pre-disturbed system.” The same road-upgrade project caused a six-hour M4 closure on 2 September 2026 for bridge-beam installation.
